But after a closer look it turns out these are not undeclared dependencies but unfound installed dependencies. Let's pick http://www.cpantesters.org/cpan/report/b535c3e2-fb9b-11e9-a8a0-325e6ce1229e for example. The report complains that it cannot find Getopt/Long.pm. But this perl has Getopt::Long installed, it is just not found.
