I can't Lingua::EN::AddressParse to get this address to parse: 131 107th St, Manhattan, New York, New York, USA

You have specified 2 suburbs, Manhattan and New York, plus the sate of New York. This parser can only handle a single suburb. If either Manhattan or New York is removed, parsing works and the suburb is found. A work around would a pre-parse step to check how many comma delimited fields you have. And then flag or filter when then are too many .
