Subject: Empty manual pages installed
Module::Build::Tiny manyfies all *.pm files. If there is no POD, an empty manual page file is created and installed with ./Build install. This can be reproduced with App-cpm-0.978 that install empty /usr/share/man/man3/App::cpm::CLI.3pm. I think it would be better not to install empty manual pages at all. Please note that this bug is probably different from CPAN RT#122233 which is about a race between manifying *.pm without a POD and standalone *.pod files with the same base name.
