You uploaded 0.23, then uploaded v0.23.1 (aka 0.023001) which wasn't indexed due to the smaller version, then deleted 0.23. This left the module with no latest version in the pause indexer. This means right now it can't be installed via CPAN.pm (though installers that use backpan are fine) and metacpan (due to indexing only things also mentioned in 02packages) pretends it next existed.
Can you make a new release with a version bump?
