There are no passes at CPAN Testers, see http://matrix.cpantesters.org/?dist=Lingua-Norms-SUBTLEX%200.06 On my smokers it fails like this: ... Cannot locate file '/opt/perl-5.28.0-RC2/lib/site_perl/5.28.0/Lingua/Norms/SUBTLEX/specs.csv' at /home/cpansand/.cpan/build/2018060709/Lingua-Norms-SUBTLEX-0.06-0/blib/lib/Lingua/Norms/SUBTLEX.pm line 1089. # Looks like your test exited with 2 before it could output anything. t/12-switch_lang.t .. Dubious, test returned 2 (wstat 512, 0x200) Failed 4/4 subtests ... Without looking at the code, I guess that the test already expects that "Build install" was run and specs.csv available in the final location, which is not the case when users run "Build test".
