This isn't a problem in Scalar::Util. The link refers to perlapi, which is generated at perl build time. Sites like metacpan and search.cpan.org only show the static content of the dists, so the documentation doesn't exist yet. If you view documentation locally or via perldoc.perl.org, the link will work.
