Subject: x_deprecated flag is missing
https://metacpan.org/source/RSAVAGE/GraphViz-2.19/Changes#L5 says that the META files have now the x_deprecated flag set, but it seems to be missing.

That's because as of V 2.21 I stopped shipping META files (see Changes), so that that patch was lost. I guess the solution is to patch the upstream code which generates the META files.
