The test for 03_meta.t runs on all modules in the users cpan directory.
If the the yaml is wrong on any of those, the test will fail and the
Test::Legal module will not install.
The directory probably wants to be defined and only use the yaml files in
Test::Legal for its tests? Similar to the directory definition in
01s_spelling.t
