On Perl 5.25.{6..8}, but no other released Perl versions, recent Encode
versions enter a memory-eating loop in their test suite. Everything
appears fine until the t/truncated_utf8.t test script, which hangs,
consuming an ever-increasing amount of memory. Encode-2.94 did
not exhibit this problem, and passed tests on these Perl versions.
This problem is an impediment to testing on old Perl versions, even more
so than just failing on these Perl versions would be.
