This is probably caused by a change in MIME::Types. See also https://rt.cpan.org/Ticket/Display.html?id=124226 for a discussion.
However, a Catalyst-Plugin-Static-Simple seems to be maintained again (at least there were releases in 2017) --- is Catalyst-Plugin-Static-Simple-ButMaintained needed anymore? Or could it be deleted?
