You need to install libdecodeqr first [1]. Granted, the error message should be clearer. Additional note, when building libdecodeqr, you also want to follow this [2]. I've managed to build and install Image::DecodeQR, but so far haven't successfully decoded a single QR code image, including image produced by "qrencode" utility.
