Installing Net::Dav::Server v1.25 via Makefile.PL (not Build.PL), the webdav.pl script gets installed in lib/perl5/5.8.1/Net/DAV/webdav.pl. I believe the fix is to put that script file in a "script" subdir or in the PL_FILES, so Makefile.PL treats it differently.
This problem did not exist in v1.24 (because webdav.pl didn't exist, I presume). Side note: you are being a little too aggressive about removing old versions from CPAN. I had to go to backpan to get v1.24. I'm the maintainer for your module under the Mac OSX Fink system, and I'm still distributing v1.24 because of the above problem.
