Subject: Module::Build is not listed as a configure prerequisite
This distribution ships with a Build.PL, however the configure prereqs listed in META.json only include ExtUtils::MakeMaker. Thus as any modern CPAN client will choose to run Build.PL first, installation will fail when Module::Build is not already installed. The Build.PL appears to be out of date, so if it's not intended to be used it should be removed from the distribution.

I stopped supporting Build.PL when it got removed from perl core, but I didn't properly clean up. I've removed it. Thanks for pointing this out.
