Subject: build fails because ./ is not in @INC
I added a use lib './' to the Makefile.PL and now it builds again.  I'm not sure if this is the best possible fix.

This is for perl 5.26.1 on cygwin/win7

I can re-release this without the use of Module::Install, which will remedy this.
