The addition of lib/private-Error.pm in the 0.42 release is causing some tool chain modules to detect that Git provides Error.pm.
In minor cases this is causing https://metacpan.org/release/Git to show an 'UNAUTHORIZED' distribution of the Error module. In a more serious cases it is causing Carton to fail to install Git on a fresh install as it detects that Git requires Error, and then when trying to install error it sees that Git provides error so it tries to install Git, then fails because the install for Git is already in progress.
