"provides" metadata is optional (https://metacpan.org/pod/CPAN::Meta::Spec#provides), but when it exists, PAUSE treats it as authoritative and does not independently inspect the modules in the distribution for package names and $VERSIONs. It would be helpful to be able to see which distributions are potentially declaring inaccurate "provides" metadata.
e.g. this issue -- https://github.com/kentnl/Dist-Zilla-Plugin-MetaProvides/issues/8 -- describes how some users' release workflows can result in incorrect metadata without the author realizing it.
This should be marked experimental as it's possible the metric's heuristics are inaccurate and the user did intend to do something unusual in their metadata.
