Subject: dynamic_config is now true
https://metacpan.org/diff/file?target=REHSACK%2FMooX-Options-4.100%2F&source=CELOGEEK%2FMooX-Options-4.023 shows a regression in metadata: dynamic_config went from false to true. Please set this to 0 if Makefile.PL does not add additional prereqs at configure time (that is, if prereqs are the same in META.* vs MYMETA.*).

Minor tweak - will fix it in one of next releases.
