5.25.11+ no longer assumes CWD relative path loading for do/require unless tools set PERL_USE_UNSAFE_INC=1 as a workaround.
Subsequently, specifying PERL_USE_UNSAFE_INC=0 in ENV (or running without CPAN.pm) now causes compile to fail.
