Subject: Wrong version in META.yml file
The version should probably be 0.14 here: https://metacpan.org/source/MAB/CGI-Application-Plugin-Config-Any-0.14/META.yml#L3 (This could be the indication of a general release build problem; usually META.yml should have the correct version information)
