As per subject. Since commit
https://perl5.git.perl.org/perl.git/commit/6cdc5cd perl demands more
wellformedness from perl programs using the utf8 pragma. Master ticket cross reference:

It seems to me that rewriting the manpage in UTF-8 will meet the requirement.
