I found also two test runs when there was a success reported even though the bind to 7657 was unsuccessful:

But specifically in the last weeks some process t/00_testserver_communication.t on my busiest smoker got stuck and occupied the port for weeks and in that time many REST-Client test runs failed. I just killed that process and immediately produced a PASS.
Sorry for that mischief, but I take the opportunity to report it as bug, the tests should probably be able to switch to a different port or find some other arrangement than to simply fail.
