How do I fix this?
$ perlbrew install-patchperl
ERROR: Failed to retrieve patchperl executable.

The URL from which it is downloading is
https://raw.githubusercontent.com/gugod/patchperl-packing/master/patchperl
It works for me by the time I am testing. Maybe it has something with github and/or your network setup (proxy, perhaps ?)
If proxy servers are required in your environment, try setting up HTTPS_PROXY variable.
