Looking at http://fast-matrix.cpantesters.org/?dist=makepp%202.0.98.5 there are no pass reports for perl 5.23.8 and later, at least from Unix systems (linux, freebsd, macosx). A sample fail report: http://www.cpantesters.org/cpan/report/d96cf000-9528-11e6-9d8c-fd3fe822d6a9
Additionally, on my Mac OS X system the test fails for all perls installed there (ranging from 5.12.3 to 5.25.6).
