The dependency is listed in Makefile.PL, and is a requirement in the META.yml and META.json files in the distribution. When I run cpan or cpanm it follows the dependency correctly. This seems to be a problem with your can not loading it automatically. Thanks for reporting, and let me know if there is more information about some configuration that is missing.
