This is not a bug report, but a feature request: Would you consider adding Time::OlsonTZ::Data as a prereq on systems without /usr/share/zoneinfo? It's not currently being updated though, but it should be better than nothing. I've sent a bugreport to its queue about getting it updated again: https://rt.cpan.org/Public/Bug/Display.html?id=118692

Is this an approach designed to address the Win32 lack of zoneinfo files? If so, i would prefer to build a wrapper that interrogates the Win32 registry for time zone information and then translate that information into Olson timezones (for example "America/New_York"). Would that address your problem?
