As of this morning (10/20/2016) my IPN notifications were not being
processed. Seems there is new certificate info coming back from PayPal:
Subject Name:
/jurisdictionC=US/jurisdictionST=Delaware/businessCategory=Private
Organization/serialNumber=3014267/C=US/postalCode=95131-2021/ST=California/L=San

I added this to the @cert_contents array in my local copy of the PayPal
module and it is working now.
