Should I do something to the IP::World package to work around this problem?
I am years out of active development, perhaps someone would like to take
over this package and do updates like this?

http://geolite.maxmind.com/download/geoip/database/GeoIPCountryCSV.zip could not be found: Forbidden at /Users/david/perl5/perlbrew/perls/perl-5.24.0/bin/maint_ip_world_db line 76.
