We have the following bug reported to the Debian package of GnuPG
(https://bugs.debian.org/834522):
It doesn't seem to be a bug in the packaging, so you may want to take
a look. Thanks!
Please note that Debian switched to gnupg 2.x.
Similar test failures can be seen in the CPAN smoke testers' results.

Probaly related to the move to gnupg2.
