What parser are you using?
By the way, your XML is not well formated, since you are not closing the
tag all_config with /.
I tested it well formated and root is not added. If you use the HTML parser
(not well formated) it will load the comment as a TAG, so, there isn't a
root node and root is added when the XML is generated again.
