Subject: Prefix new make targets to avoid MakeMaker conflicts.
A recent MakeMaker alpha defined a distsign target which Module::Install also defined causing a conflict. Because it was an alpha, MakeMaker was able to rename the target before release. To avoid future conflicts, Module::Install should prefix its targets: MI_distsign for example.
