The latest release 0.23.1 is not indexed at CPAN: cpan[2]> m Lorem Module id = Lorem CPAN_USERID JHALLOCK (Jeffrey Ray Hallock <CENSORED>) CPAN_VERSION 0.22 CPAN_FILE J/JH/JHALLOCK/Lorem-0.22.tar.gz INST_FILE (not installed) The reason is that the two-dot version 0.23.1 is internally translated to 0.023001, which is less than 0.22. My suggestion: don't mix one-dot and two-dot versions. Better to stick with one-dot versions. If you really want to use two-dot versions, then you have to use at least 0.230.0.
