Subject: depends on Dist::Zilla::Plugin::Test::CheckChanges, which has unresolved issues upstream
Dist::Zilla::Plugin::Test::CheckChanges uses Test::CheckChanges, which has been broken for many years (incorrectly parsing $VERSION strings, undeclared dependencies etc). Can you switch to Dist::Zilla::Plugin::Test::CPAN::Changes or Dist::Zilla::Plugin::Test::ChangesHasContent instead?

PS. somehow the dist.ini is missing from this distribution, making it harder to see what config was used to build it.
