Subject: Deprecate this distribution and recommend [-SingleEncoding]
I've not been able to successfully use this plugin.
But [-SingleEncoding] works and is in a core plugin of the Pod::Weaver distribution.

So I recommend to help to raise the visibility of SingleEncoding by marking Section::Encoding deprecated and linking to SingleEncoding from the module documentation.
