Subject: 02packages not sorted properly

Hi, 02packages.details.txt file generated by Dist::Surveyor is not sorted properly. Currently the files are sorted using perl's builtin sort(). These files are meant to be sorted in case-insensitive manner, otherwise some CPAN clients cannot efficiently find the module you're looking for. This includes cpanm 2.0 using CPAN::Common::Index module. Thanks,
