Dear Developer, I built a tool using DBI-1.631, and we released it on github. Unfortunately, it seems DBI-1.631 is not available for download from cpan. I was able to download it few months ago, but it is not active anymore. Currently, DBI-1.630, DBI-1.634, DBI-1.635, and DBI-1.636 seems to be active. -Reazur Rahman Brandeis University

This is normal -- only the most recent release is in the CPAN index (downloadable directly by invoking the 'cpan' or 'cpanm' tool at the command line). Is there a reason why you can't use the most recent version, 1.636?
If you go to https://metacpan.org/pod/DBI you'll see neat the top a line that says "Tim Bunce / DBI-1.636 / DBI". Next to the version number is an arrow indicating a drop-down menu. Click on the arrow. On that menu you can select just about any old version, all the way back to 1995.

Thank you Tim. I did not expect such a quick response from you guys. It turns out that my code worked out with the latest version of DBI. I just panicked a little bit when i could not find the older version.
