Subject: Notify author when SIGNATURE fails
For modules where the signature fails, an E-mail should be sent to the author. (I would even suggest posting an UNKNOWN report, but that might be a bit controversial.) For example, see J/JJ/JJORE/Acme-Perlmonkify-0.02

I don't think spamming the author when verifying a signature fails for one of many reason is helpful. Sending UNKNOWN reports to cpantesters sounds more reasonable. cpantesters also allows authors to configure how they are notified about reports, so authors that choose to recieve email from the basically get what you asked for, while not spamming everyone else.
