Subject: README and Changes are mode a+x

For some reason, these non-executable files ship with +x permissions for everyone.

That seems a little odd, but its not a "serious" error.

Change is non-intrusive enough to fire it without longer dev-releases out there :) Maybe this should be proved in Kwalitee or alike ...
