CPAN distributions should contain files META.yml or META.json. They are generated by your build tool when creating distribution. Build tool for ATHOMASON/Gearman-WorkerSpawner-2.17.tar.gz was detected as Module::Install. Please upgrade it and ExtUtils::MakeMaker to latest version. You can create your distribution with these files using `make dist` (dmake on Windows). If it did not help, create inc/.author directory, add META.yml to MANIFEST and do it again If you use VCS, you can show link to it on Metacpan and search.cpan.org.
