Looking at the test reports created on linux systems <http://matrix.cpantesters.org/?dist=Graph-ChartSVG%202.07;os=linux;reports=1> it seems that fails happen if perl was compiled with -Duselongdouble (recognizable by the "-ld" bit in the archname column).
