No, this wouldn't help, because the latest one is on BackPAN.

Yes, Encode::Detective has been removed from CPAN. Encode::Detective is a fork of Encode::Detect, and the only change is a different method of compilation which I thought would work better, due to the number of test failures of Encode::Detect. In the end it no longer compiled even on my local computer due to C++ compiler changes, so the fork was a failure. Sorry about that.

Compounding the problems with this distribution are that the underlying library from Mozilla was withdrawn, and the original data used to construct the library doesn't seem to be available publicly, so it's very hard to alter the code and be sure that it still works. The code still exists within Mozilla/FireFox, but it's no longer a separate library but integrated with other stuff.
