The module's test suite fails since one month, see http://matrix.cpantesters.org/?dist=WWW-HostipInfo%200.14;reports=1#sl=7,1
Looking into the failure, it seems that the hostname api.hostip.info does not resolve anymore. However, www.hostip.info still exists, and it seems still to be possible to get the ip address by crawling http://www.hostip.info/use.html.
