It's there as a test prereq, since the tests run the generated test file: https://metacpan.org/source/ETHER/Dist-Zilla-Plugin-Test-Kwalitee-2.12/META.json#L177 And when the plugin is run, it's injected as a develop prereq into your distribution: https://metacpan.org/source/ETHER/Dist-Zilla-Plugin-Test-Kwalitee-2.12/lib/Dist/Zilla/Plugin/Test/Kwalitee.pm#L57-63

But I install this distro (presumably so I can add it to my dist.ini), then I really need to have Test::Kwalitee installed too.
