Subject: can not run 'cpan force install <MODULE>'
trying to force module installation from command line does not work as work around I just run cpan shel the run command 'force install Modern::Perl'

Trying random things from the command line are also similarly not effective. In the documentation, see the -f switch. cpan -f ...
