Subject: ExtUtils::F77 tests should report UNKNOWN
Looking at the CPAN Testers reports for ExtUtils::F77, there are a whole bunch of FAIL reports which appear to be largely due to a fortran compiler not being found.  I suggest a diagnostic output of what was found and then report UNKNOWN for CPAN Testers (at least when $AUTOMATED_TESTING is set).

The number of FAIL reports vs the number of PASS reports for ExtUtils::F77 1.19_1 is significantly reduced from the results with version 1.19.
