I wonder if Games::SettlersOfCatan might not be a better namespace for your module, rather than creating the new top level "Settlers" namespace? Games::* is already well-established for modules dealing with table-top or electronic games of all kinds, so it will be easier for users to discover your modules if they were in that namespace.
