Subject: Pod test fails (encoding problem)
See subject. Statistical analysis of test reports, with the pod problem on top: http://analysis.cpantesters.org/solved?distv=WebService-Recruit-AkasuguUchiiwai-0.0.1 (The reason why I am writing this ticket is that this CPAN distribution appears in http://analysis.cpantesters.org/beforemaintrelease?pair=5.22.0:5.22.1%20RC2 as a possible regression candidate for perl 5.22.1)

Please don't allow pod, critic or kwalitee tests to run for normal user installs, as they make the installation fail unnecessarily when newer versions of the tester introduce errors that you cannot anticipate. Also spelling tests are dependent on what dictionaries are installed locally, which cannot be predicted in advance. Either move them to xt/, or guard them with: plan skip_all => "These tests are for authors only!" unless $ENV{AUTHOR_TESTING} or $ENV{RELEASE_TESTING};
