Subject: CGI.pm not declared as a dependency
Newer perl versions (e.g. 5.22.0) don't come with CGI.pm bundled by default, so CGI has to be specified as a dependency. See http://www.cpantesters.org/cpan/report/0dda145a-6d28-11e5-abee-4a7be0bfc7aa for a sample test failure.
