Since Strawberry Perl is a collection of a perl interpreter, perl modules, a compiler, and libraries, we sometimes get bugs that properly should be reported to the maintainers of the modules. This is one of those.
Archive::Tar has its own queue here at rt.cpan.org that should have been used instead.
