Bug #107262 for IPDevice: lib/IPDevice/IPv4.pm: translation of German comments into English

Hi, although I can read German, I am not sure if everyone else can. Therefore I attached a patch in the hope that it might be useful and the translation is accurate. The attached IPv4.pm.diff file is therefore also encoded in latin1.
