The latest release's META.yml lists many optional dependencies as mandatory -- https://metacpan.org/source/ILMARI/DBIx-Class-Schema-Loader-0.07043/META.yml#L5
I suspect the release tarball was generated in author mode, where all the author test prereqs were included.
I notice there is no META.json and you're still using Module::Install. Would you entertain a switch to Dist::Zilla? I could put together a patch that included a modest configuration that included the MI features you're currently using.
